All in all with the credits and title and everything, my film is approximately 3:32 minutes. Without the credits and such, its 3:03. Even if my film is not 3 minutes on the dot, will it still be eligible for submission?

3:03 is fine.
We suggest removing the credits due to the nature of the festival (you don't want credits taking up crucial screentime)
A simple fade or cut to black will do.
